Support Services for Permanent Magnet Recycling Value Chain Structuring (WP5.2)

2. Subject of the Procurement

TECOS invites interested economic operators to submit a quotation for the provision of expert services supporting the implementation of Work Package 5 – Interregional Impact Deployment and Value Chain Structuring, specifically Task 5.2 – Establishing the First Permanent Magnet Recycling Value Chain through Regional Hubs.

The contractor shall support TECOS in developing a structured overview of the European permanent magnet recycling value chain and provide analytical inputs for interregional deployment and investment activities.

3. Scope of Work

The selected contractor shall provide expert support covering the following activities:

Task 1 – Value Chain Mapping

Preparation of a structured overview of the European permanent magnet recycling value chain, including:

  • collection and dismantling
  • pre-processing
  • recycling
  • remanufacturing
  • industrial end-users

Task 2 – Stakeholder and Regional Hub Analysis

Identification and structuring of relevant stakeholders across Europe, including:

  • manufacturers
  • recyclers
  • research organisations
  • industrial end-users
  • regional innovation ecosystems

The contractor shall identify key regional hubs and define their respective roles within the emerging value chain.

Task 3 – Gap and Opportunity Assessment

Preparation of an expert assessment covering:

  • technological gaps
  • business gaps
  • investment opportunities
  • replication potential
  • risks and bottlenecks

Task 4 – Support for WP5 Activities

Preparation of technical inputs supporting:

  • value chain structuring activities,
  • regional deployment discussions,
  • investment planning,
  • stakeholder engagement,
  • project reporting related to WP5.

4. Expected Deliverables

The contractor shall provide at least:

  • Draft European Permanent Magnet Recycling Value Chain Structure;
  • Mapping of regional hubs and stakeholder roles;
  • Identification of major gaps, risks and opportunities;
  • Written recommendations supporting investment and replication activities;
  • Supporting material suitable for inclusion in SICAPERMA project deliverables.

5. Contract Duration

The contract shall commence upon signature.

All activities must be completed no later than

31 December 2025.

6. Submission of Quotations

Interested tenderers shall submit their quotation electronically to:

Deadline for submission:

28 November 2025 (23:59 CET)

Late submissions may not be considered.

7. Contents of the Offer

The quotation should include at least:

  • company information;
  • description of relevant experience;
  • proposed methodology;
  • proposed timeline;
  • total price (EUR, excluding VAT);
  • validity of the offer (minimum 30 days).

8. Award Criterion

The contract will be awarded to the most economically advantageous offer, taking into account:

  • price;
  • demonstrated experience in European value chain analysis, critical raw materials, circular economy or related fields;
  • quality and relevance of the proposed methodology.

10. Reservation of Rights

TECOS reserves the right:

  • not to award the contract;
  • to request clarifications from tenderers;
  • to negotiate with one or more tenderers where appropriate;
  • to cancel the procedure without liability.
